The president, who will be joined by Attorney General Merrick Garland, will nominate David Chipman, an adviser to the gun control organization founded by former Representative Gabrielle Giffords (D-Ariz.), to lead the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).Â
