Ed Morrissey at HotAir.com argues that states need to call for an Article V Convention of States to prohibit legislating in the lame-duck period after Election Day. The latest $1.7 trillion omnibus spending package is a perfect example of why. That bill has money for Customs and Border Protection, but prohibits the money from being used for border protection – despite the humanitarian crisis developing at the US-Mexico border.
