This episode is presented by Create A Video – During a floor debate on constitutionally capping the income tax rate at 3.5%, Senate Democrats proposed letting the state raise income taxes in the event of a federally declared disaster. Republicans pointed out that this would raise taxes on the victims of the disaster, too, and the proposal was killed. Voters will get to decide whether to approve the cap in November.
