Text messages included in the report from the House Ethics Committee indicate that US Rep. Chuck Edwards, R-NC11, allegedly used campaign funds for a trip to Vegas with a female staffer. 

On Aug. 3, Edwards was found in violation of the House Code of Official Conduct by the House Ethics Committee, regarding the prohibition of sexual harassment. 

The report confirms allegations initially reported back in May. Axios reported allegations that Edwards vacationed with on of his female staffers in Las Vegas after she had left his office. Receipts obtained by Axios indicate that Edwards booked two rooms at the Bellagio Hotel in Las Vegas from Nov. 8-11. 

Text messages between Edwards and his staffer, which the committee released, indicate when Edwards booked the flights to Vegas. According to the News & Observer, the dates match recorded flights listed in his campaign finance reports. 

“I’m focused on polling and messaging and all of that,” Paul Shumaker, advisor for the Edwards campaign, told N&O. “I do know that members (of Congress) can use campaign funds for travel and things of that nature, that’s outside of official business. And they supplement that all the time. So that’s part of that. I would not think it is unusual at all.”

Brett Kappell, an attorney at Harmon Curran who tracks campaign finance, lobbying, and government ethics laws, said this trip violated both House rules and FEC laws, according to N&O. 

“Under no circumstances may Members convert campaign funds to personal use for themselves or for anyone else,” Kappel told N&O. “Campaign funds may not be used to enhance an individual’s lifestyle, for personal enjoyment or entertainment, or to pay an individual’s personal obligations.”

Text messages include screenshots indicating a 7am flight from Raleigh/Durham Airport to Las Vegas, Harry Reid International Airport (LAS), on Nov. 9, and a return flight departing LAS at 10pm on Nov. 11. 

“I’m practically bouncing off the walls thinking about it,” said Edwards in a text. “It’s going to be a great trip.” 

In one text message, the staffer thanked Edwards for the flowers he had sent her but stated the message made her uncomfortable.

“Just want to make sure this trip isn’t meant to be anything it’s not?” said the staffer. 

Edwards apologized for making her uncomfortable but insisted that nothing was meant by it and that it was “a cute play on the name of the arrangement.” 

Text messages further indicate that Edwards was called back to DC earlier than planned. The staffer offered to change his flight so that other staff members did not have to handle logistics or know about the trip.

The staffer on the Vegas trip indicated that she would have to purchase her ticket in person at the airport. Edwards sent her his credit card information to purchase the flight.   

Text messages indicate that there were many other instances in which Edwards sent the staffer flowers, bought her dinner, or gave her other gifts; it is not clear whether campaign funds were used for these purchases. 

On Aug. 4 at 3:32am, Edwards announced in an X post that he would not be seeking re-election in the upcoming November midterms. 

In his place, state Rep. Jennifer Balkcom, R-Henderson, has been tapped by Republicans as the GOP nominee to run in the 11th Congressional District against Democrat Jamie Ager.
