Duke Energy went before the North Carolina Utilities Commission today to explain why they enacted rolling blackouts on a bitterly cold Christmas Eve.
Meanwhile, residents in the Asheville area were left without water – some as long as a week – after freezing temperatures broke systems. Mark Starling from WWNC in Asheville discusses the situation.
