UPDATE: State inspectors find multiple child care violations at a Charlotte Preschool

The troubles are mounting for a Charlotte Preschool where a teacher is being accused of fondling two boys.

During unannounced visits to Primrose School of Ballantyne over the last three years, State inspectors have found sixteen child care violations including teachers working under the influence, a one year old child slapped in the face, minimum staff/child ratios and group sizes not being met and, in one case, a two year old left unattended on the playground.

This comes in light of the arrest of 35 year old Joseph Starnes, a teacher at the school, who was arrested by CMPD for what they describe as forcibly fondling two boys.  Now, Starnes is facing additional charges for taking indecent liberties with two additional male victims, ages 6 and 9. He will be served those warrants and be charged with four counts of Indecent Liberties with a Student by a Teacher and two counts of Indecent Liberties with a Child.

Inspectors are mulling over what will be the next course of action at the school as the NC Division of Child Development and Early Education can take administrative action.
